Volume control shortcuts

In v2.0, the volume control shortcuts are absent until you set them in preferences. It's not good to alter previous behavior of an app and require user to hunt through preferences to get that behavior back. Also the shortcuts are in effect no matter what app has focus. That is just unacceptable as it interferes with shortcuts of other apps.
