I use a Audio device for my Audio Engineering and inject the music via VOX to the BLU-USB device. However my system has a requirement for either 48 kHz 96khz ONLY . 88khz is not supported and cause audio problems.
Can VOX define its output sample and bit rate?

Shortly - Yes but it's not VOX but macOS who does this. We only need to make sure VOX does not interfere:
To achieve what You need - in VOX, Preferences -> Audio, make sure that "Sync Sample Rate" option is OFF. This way VOX does not alter the sample rate/format of the device in any way.
Next, go to Audio Midi Setup (in macOS), select Your output and select required sample rate and sample format.
